Here's the question that I think is being asked...
Why are there call logs at times the dialer was not used or did not show up on cellular network usage review page?
Like me, I am wondering why it shows (on Google activity) that dialer was used when it dies not show in call history on cellular network data call usage?

If it shows up in Google activities, its because it uses processes in background, nothing to worry about .

Something showing up in Google activity is not the same thing as a call log. If an app pings your Google account for any reason (often just to refresh data or perhaps check location), then it will show up in Google activity. That doesn't mean it was making robocalls behind your back.
