Yeah that is the hole in the theory lol. It would in no way surprise me to be true, but the sad fact is it has taken a while to do. However I can currently you that if HTC gives Verizon the update less than a month before moto does, the razr will get it first because it has priority.
I wish the manufactures could just bypass rhe carriers all together and make the ota over WiFi only. That would cut the whole issue. Just make any none necessary updates optional and over WiFi. Then it's faster and Verizon can't use network overload bs

There's a prick admin on the Motorola Feedback Network forums that insists all leaks are stolen software code. Then he tries to defend locking the bootloaders because of these leaks. I want to real life fight him.
All leaks are "stolen"....or rather illegally distributed. The leak is given to a company to test. They send the file(s) to their testers and a tester leaks the release. The tester and the company they work for have an NDA, which makes discussing, sharing, whatever'ing these files a breach of contract which is then an actionable issue. So while the mod on that forum may be a prick, he's actually right.
BTW, I got my legal degree from K-Mart so take my lunacy with a grain of salt.
