Is there a way to get incoming calls to ring indefinitely?

I have my Verizon FIOS home phone calls forwarded to my Verizon Samsung Note 3. I'm trying to eliminate/irritate unwanted calls. Unfortunately, the Apps I've tried charge against my minutes to reject calls. Not real computer savvy but I figure, I'll give calls that I want a special (ring regardless) tone, turn off the sound and just let the "others" call at their will?

Have you tried Google's Messenger? It has some nice built in features like block and stop notifications. I'm thinking the block option could stop said unwanted calls without charge, however if not I'm not sure about how you could create an endless ring for your phone - though I have heard them before.
Sorry, my solution only works if you have said callers added as contacts.
