Is there an option for parent's to prevent app downloads?

Do a search for 'Parental controls' in the Google Play store and you'll get a lot of choices. You just need to find one that suits your needs.

You also need to be sure that this is your account, not the teen's. You can't access someone else's account legally without their permission, even if it's your child's account. (The law is strict, straightforward and doesn't have a parental exclusion.)

Also - teens these days know so much about cellphones (or one of your teen's friends does) that almost any app you can put on the phone, the teen can defeat in seconds. Even if it's installed as a system app (and you'd have to know how to do that) so safe mode wouldn't block it, there are ways around just bout anything (like downloading the apk file on a laptop or desktop, copying it to the phone, then running it to install the app.)

Parents who know enough to do things like that don't depend on parental apps to prevent their kids from downloading things thy don't want them to download. They maintain control over the account ("you can have a phone on my account - I just want the $15/month is costs me") and they do active parenting - talking, looking through the phone, etc. (Making sure you raise your child right isn't snooping, it's part of the job description of "parent".)
