Is there any way to pull/view my Quick Memo notes from a boot-looping LG?

I've got an old Lg Stylo 3 that's boot-looping and I really need the notes from Quick Memo. I've had it looked at professionally, but they couldn't do anything. So, now I'm an impasse--I'm betting that a factory reset would fix it, but I would like to reaquire my notes first.

I've seen lots of obvious BS about programs that can recover data (including memo pad files) after a factory reset, and some less-obvious BS, too. Can anyone confirm this as possible and programs that can do it?

I've also read that's it's possible to factory reset, then turn off the phone to access it via USB and use data recovery, but this supposedly no longer works. Is there any confirmation of this?

Welcome to Android Central! Highly unlikely, sorry. This is why I always recommend using a note-taking app that syncs automatically to the cloud (like Google Keep Notes). The stock note-taking app on most phones often just saves locally, and if you don't back them up anywhere, then they're gone if/when the phone is gone.
 
Then, alternatively, do you know if it's possible to recover the phone's data after a factory reset, but before reinstalling the firmware? Alternative to that, do you know DriveSavers can get root-level data back?
