Is this a Samsung s10 issue or Android Pie 9.0 issue?

Here's what mine shows. S10+

The last screenshot is from my sons S9 trusted places.

Does it work for your son? When I open Smart Lock under Trusted Places it says keep device unlocked at Home. I then press Trusted Places and the next screen shows Home as my physical address. If I long press on that it says Edit (your screenshot shows Change Location - don't think I see that anywhere and not sure why it would be different?) and when I press on Edit I get the little map. I press on the map (I think it is double tap to work) which lets me move the map around the pin point. I move the map around very slowly (you don't want to move too far because then it will not be your address) and look for it to change to the coordinates and then I click Save. When I go back to the previous screen it shows my physical address so I know the coordinates were correct. I reboot my phone afterwards. Not sure it that is absolutely necessary.
 
He says 60% of the time but he does lives in another town with his wife.
If you look at the top of that one screenshot you'll see Home and then the added trusted places that I added.

Can you edit the one that says Home and try to get coordinates to show instead of the physical address?
 
I think that's how it shows. The 5777+4H instead of coordinates but I did long press the red dot and it didn't allow me to move it. when I first did I had to tap it several times and it showed actual coordinates I moved ut around an set it. we will see. I'll update tomorrow or Saturday.

I used a car service app last week and had to fiddle with the little map in their app and am wondering if that is what caused my Smart Lock to get messed up. Looking back, the timing seems to coincide. I guess I'll find out the next time I use the app!!

Your scrrenshots lack the GPS indicator. It is possible that you are using a performance mode which disables it. Do you see the icon on the screen when it does work and not see it when you have the problem?
 
Are you talking about the one in the bottom right corner?

Okay. You can see the GPS Location Icon at the top on Google Maps.

Well I talked with Google support and Samsung support. They wanted me to send the phone in to Samsung but what will that fix? They'd just replace my new phone with a refurbished one. No Thanks.

They both blamed the other for Smart Lock not working. Go figure.

Had the S4, S5, S6, S7 active, S8, S9, S10 and S10+ starting with the S8 is when I had the same issues with Smart Lock.
I guess come September I'll be using an iPhone.
