Issues with S4 browser and network communication & touch wizard not working

I have done a factory reset actually Monday and my phones problems still exist. I've had mine for 17 days now and at times the touch wizard wont work and I'll have to take my battery out just to restart it and get it to work. My biggest issue is my internet; only works 10% of the time and I have my network running in 4g and 3-5 bars. What do you recommend?
 
All stock? No root? Sounds like you may have a lemon, I'd call wherever you bought it, or take it in if you got it at a carrier/retail store. Certainly not normal behavior.
 
I had problems when my phone was set to 4G but a) I don't have a 4 G plan, and b) 4 G coverage is poor in my area.

Set phone to maximum 3 G and no more problems.

Settings, Connections, More Networks, Mobile Networks, Data Connection

There you have some options.

LTE = 4G
WCDMA = 3G
GSM = 2G

Try anything except LTE. I use WCDMA/GSM for it to use 2G or 3G, whatever is available. This is your best try.

To save battery when not browsing internet I leave it on GSM Only.

Remember: I don't have a 4 G plan, so my case is slightly different than yours.

Yes all stock! What do you mean by root?
It removes all software/firmware restrictions on the device, it's like jail breaking the phone to be able to do and install things that you would not normally be able to do. It is basically an open phone.
