Definitely, when I took my Att Sim out and installed my TMO Sim was right there after I check software update.

Really? Wow. I don’t understand why att would matter in this situation if the devices are unlocked? Does anyone know why this is happening?

I have shared this other times on how Pixel update works. Here is the stickied Reddit thread which explains the entire process, worth the read.

But TLDR, yes carrier approval are needed for OTA but you can sideload so at least that option is there. Google doesn't wait for all carriers to approve, it'll just push updates to phones which are using SIMs that have carrier approvals. And will wait for others if carriers have not approved. Doesn't matter if you bought directly from carrier or Google store unlocked, matters what carrier SIM you are using and updates are pushed based on the approval of that carrier.
