Launch website at startup on Google TV

I have a Hisense A7 Google Smart TV. The TV is currently set to power off at night and back on in the morning. Is there a way to a launch a web browser to a specific URL when the TV powers back on each morning?

Not with stock options, unfortunately. You'd have to have a custom-made OS version for it that allows for this. What you could do, however, is have a second device 'cast' an image/video of the URL as an automatic task every morning.
