Library of Congress Ruling and Android

I don't have AT&T, nor do I plan on getting it; does the ruling say that AT&T Android devices can get apps that are NOT in the Android Market? I think it fit's the ruling, I was just curious to know

The ruling just says it isn't illegal for you to sideload apps, but carriers can still put roadblocks in your way and void your warranty.
