Location Requests

I have a Verizon GS5 running a rooted Android 4.4.4

I was just on my phone when i saw in the notification panel it said location found.. So I went to the location page to see what tracked me. It seemed it was the Verizon Location Agent which I didnt even know existed. So I used Titanium Pro to freeze the VLA.. I also checked to make sure I had the google tracking turned off also..
But under the recent location requests it also showed
Gallery
Google Play
Skype
Is this normal? Why would Gallery request location? Are these apps tracking me while I have my GPS on?
Is there anything I can do to stop random things like that from location requests? Is there anything else I need to make sure is turned off as far as tracking goes?

I don't know how to turn them off, but I do know that Gallery requests your location so that it can record where your pictures were taken. Not sure about the other ones though. I would think you could stop this by just turning off your location services.
