Location services turns on constantly, sometimes without asking, sometimes it asks, I say 'Disagree', it turns on anyway.

Is this Google, Samsung or Android?

How do I stop it?

If Samsung, will jailbreaking stop it?

Hi, you mean the toggle in notifications panel for location turns on after switching off?

FYI, "jailbreaking" is an iOS term. "Rooting" is the term you're looking for.

That message is only about improving location accuracy (i.e., turning on wi-fi and Bluetooth scanning). Just to be sure, you're looking at the Settings>Location​ menu and seeing the toggle there turning on even after you turn it off?

One thing to try is to look in the system settings for a permissions overview menu and see which apps have Location permission. You could then try turning off Location permission for apps one by one.

Go settings>apps>3 dots upper right corner tap>permission manager tap>location and see what's using it .
