Lollipop 5.1.1 Stock Image Filling up /system

So, I flashed my Nexus 7 2012 with the stock Lollipop 5.1.1 image from Google and after doing that I'm noticing that the /system mount is basically full ... 452 KB free. Can anyone else confirm this? I'm thinking I might root it and remove the Google apps and re-install them as user apps instead of system apps to free up /system a bit.
