Are you sure you actually lost HSPA+ data, or is it that the "H" or "H+" no longer shows in the status bar? Since the 4.4 update, I only see "3G" or "LTE" in the status bar, but if you check in "About Phone" then "Status", you should see that the Mobile Network Type is actually "HSPA" or "HSPA+" when "3G" is displayed in the status bar.
If you want to see H+ in the status bar again, you can install Signalcheck pro.

It sounds like an issue with your mobile network's APN settings perhaps. You could look at a friend's phone that is working and see if there's different settings that what you currently have or you could take your phone into your carrier too and have them verify that all is set as it should be.
