Lost Lock Screen Apps

All of a sudden the dock apps have disappeared from my lock screen. It comes up blank and I can't open any app from the lock screen. Is there a setting that I somehow switched?

settings->personalize->lock screen shortcuts should have a check in the box

give that a try

That is checked and the apps appear when the lock screen comes on. However, as soon as I move the circle, the apps disappear.

That's normal.. You don't drag the circle to the apps, you drag the apps to the circle.
