Malicious 'Device configuration' App?

I came across one of those annoying virus pop-up ads while browsing in Chrome yesterday on my 6P (this one even vibrated the phone). I backed out of it and cleared my cache. I also was looking through my apps list just to make sure there wasn't anything suspicious, and I noticed an app titled 'Device configuration' app with the generic Android icon. I didn't recall seeing it before so I force stopped and disabled it. It now is gone - it doesn't even show up in the disabled apps list. Symantec and Malwarebytes scans didn't find anything.

Is this benign? If so, what is its purpose? I was going to do a factory reset but I figured I might save myself the trouble.
 
Don't go to that website anymore. That happened to me on Yahoo. If you click on 'remove virus' it'll bring you to some shady third party website.

'Device configuration' is a system app and you are not suppose to disable it.

you probably got the vibration from some website asking for your attention to click on some virus link and has nothing to do with this app.

This vibration method is the new popup
