ME173X in boot loop

Only way to stop the looping is to unplug battery.
Plug battery back in.
Hold down 'Power and Volume Up or Volume Down' buttons.
Menu comes up.
Recovery
Fastboot
Normal

It does not matter what I do or don't do, the looping begins again.
Unplug battery to stop looping.

Any help appreciated.
