missing clipboard on my Tab 8

I have just bought a Galaxy Tab A (8.0")
the clipboard is missing. I have looks in usual places but is no icon anywhere, and when I try to paste nothing comes up to show I have succsesfully made a copy to clip board. I do not want to do a factory reset. why is it missing?

Your clipboard should come up in your keyboard or long press a empty webpage bar

Welcome to Android Central! Long-pressing in any text field should give you a Paste option, assuming you successfully Copied an item in to the clipboard. That's not happening?
