Moto e4 plus calling issue - will not connect to cellular when in range of Wi-Fi

Hi:

My Moto e4 Plus running Android 7.1.1 updated software to NDQS26.69-64-2 on April 4th. I'm on USA T-mobile network.

I believe it was after this update that the cellular stopped working when in range of a wi-fi signal, even if I turn off the wi-fi radio on the phone. At Settings > About Phone > Status > SIM Status, the Cellular network state is Disconnected. I cannot make outgoing or receive incoming calls. As soon as I move out of range of wi-fi, the phone displays "wi-fi disconnected," the cellular network conncts, and then I can make and receive calls. Again, even if I turn-off the wifi radio it still cannot make or receive calls.

What to do?
