Moto G (3rd gen): "Camera Busy" Message, Camera no longer working

So my wifes phone has a problem. The Camera no longer works, whenever i try to start it it says camera busy and to restart the phone. The thing is no matter how many times i restart the phone it won't work. I tried safe mode (still doesn't work) and I tried factory resting the phone ( from recovery) and it still doesn't work. Has anyone had/resolved this issue??

I have gone in Settings -> Apps -> All -> Selected Camera App then clear cache, clear data and then uninstall updates and force stop and restarted the phone. The camera started working.
