Moto X Pure 2015 On Screen buttons not responding to presses, but responds in TWRP Recovery

I was planning on selling this phone, but now I can't because the home button/back buttons do not work. I found out that they work in TWRP, and they still don't work even in safe mode. Is this a software issue or a hardware? if so what can I do to fix it without sending it to Motorola.

you should definitely try reinstalling the OS
It is a software issue for sure

If it does work in recovery mode, and you are planning to sell it, factory reset and see what happens....
