Motorola G7 Power How to install/flash factory firmware without a OS?

Right now I have a T-Mobile Motorola G7 Power that has not OS installed. Originally its ran a custom version of android 9 pie, and after attempting to install magisk it told me to wipe my phone so I did so using adb fastboot and now I have no Android to boot from nor do I have my oem unlocked at the moment. When I try to unlock it again it says something like "error invalid boot state." If you could tell me how to install the factory default version of android 9 pie for the Motorola g7 power T-mobile. Can you get to the bootloader screen? Do you have a custom Recovery?
