Move apps to SD card

Just got the Android one Moto x4. I even opened developer options and selected the move all apps regardless of manifest value and it still won't let me move anything. Do I need to uninstall and reinstall apps?

I can't find the option to format the SD as internal storage either.

my understanding is that you need to turn encryption off first.
