Welcome to Android Central! That looks like the normal in-call UI. Are you saying that when you have the phone against your ear, that screen remains on, and doesn't automatically turn off when it's up against your ear (to prevent accidental touches)?

Most likely proximity sensor. If you have a new phone check that there are no screen protectors over, remove cover, clean phone. Not sure if you can bypass it, if you could i think it won't turn off during calls, it will be always on.
