My daughter's Motorola Droid Razr Maxx HD has been trying to start up since last night. How can I get it to work?

It just sits there with the 'eye' doing it's thing, you know with the electricity looking stuff and does nothing else. I have tried several hard restarts and nothing is helping. We allowed it to completely die over night and charge today and it is still doing the same thing. I don't know which OS it has.
