My do not disturb will not work it is either in or off does not come on as scheduled or turn off

I turn DND on it stays on. I turn it off and it stays off no matter what I schedule.
I also try to mute my phone and it still vibrates. It is an S6. It recently had an update and it didn't help.
It is also very slow to get to websites on wifi or 4g

I am having the very same problem. I first noticed the Do Not Disturb last night and then I did a Software System Update this morning and now I'm having the issue with mute. It keeps vibrating. Also, If I use the mute in lieu of the DND, then my alarms won't go off. Also I have most of my notifications for every app turned off and yet my phone vibrates and keeps vibrating until I open it, even though I have selected the option to NOT be reminded of notifications.
