Interesting, I just experienced a similar problem last night. I assumed it was because I went on an app installation binge and had 350+ apps installed when the restarts started happening! (I know, there's no way I need all those apps, but coming from the OG EVO where I was constantly out of space I just couldn't help but try to take advantage of my 2GB!)
I managed to do a factory reset, though I couldn't get it to work through the settings menu. If I managed to get to the factory reset option before the phone restarted, it would take forever to register my press on the confirmation button and then it would just restart before performing the reset.
I was happy to discover, though, that power+volume down at boot still brings up the bootloader screen and I performed the factory reset there. The phone seems to be working fine now, so I'm hoping it was just a problem with one of the apps I installed (though I don't see how). It's not that I was out of space either; I still had 500mb free (most apps were moved to phone storage)!
