My Google play developer account has been terminted due to impersonation policy violation

Google play developer account has been terminated due to Impersonation policy violation and has submitted appeal twice with relevant documents and no reply from google yet. It is about 3 weeks I have submit appeal. What to do? Is there any way to contact Google to resolve this problem? Can I create new developer account and transfer the existing app?

Google is finicky. I've seen several posts online that say if your account is closed they typically will not restore it. Anything you had saved to their servers as well as access to the account is blocked. I have never seen anything that says what their response time is so 3 weeks may just be par for the course. Considering that one cannot change their user name for something as simple as an email address, I think it would be highly unlikely that you could start another account and transfer anything.

So in those ways Google is very strict but on the other hand you could start all over and create an new account but it would be a fresh start. I'm not sure what their reasoning is behind simultaneously banning accounts but allowing the same individual to open a new account but that appears to be the way they operate.

My developer account terminate due to impersonization and appeal twice.. No reply from google about 3 weeks. Any way to contact google through live cht or phone ? Can I try create new developer account and upload my existing app with same trademark with different developer account name. Is that possible?
