My HTC 510 has 4gb of internal memory, why is it showing as full?

My HTC 510 has 4gb of internal memory.

Is there a way to address this very irritating ordeal? The phone reads as though the internal memory is full.12 gigs used for apps and other at 2.80gigs labeled as other. The majority of my apps are stored my SD Card. but my storage setting adverts back to phone storage even after several attempts to use SD card I need a solution

I'm dealing with this issue on a friends phone. I gave him a 64 gig SD card but he constantly gets notifications that space is low.

The issue is 4 gigs of internal storage just is not enough for Android. It barely covers the system and OS files. Adoptable storage takes care of this but probably won't come to this line of phones.

You might want to try downloading a file manager and seeing what is in the download folders and other user locations.
