Welcome to Android Central! When you say it doesn't ring, are you saying it receives the call but you just don't hear a ringtone? Or is it not connecting to the mobile network at all? As mentioned above the Nexus 4 is ancient (11 years old!), and will not work on most carriers these days because it doesn't support 4G (most carriers have shut down 2G, and many have shut down 3G).
