My phone can't go into deep sleep!!

BetterBatteryStats and Wakelock Detector don't report any "abusive wakelocks". Instead the CPU is locked at the middle frequencie (1,02GHz with ALL cores turned ON) when it goes to "sleep".

I tried everything:
- Factory Reset: Didn't work
- Deny "Keep Awake" of Play Services with AppOpsXposed: Didn't Work
- Uninstall ALL the apps (keeping BBS and WD): didn't work
- Flash another ROM: Didn't work (I was using Cyanogenmod 12.1 when that happened, flashed back to stock but nothing changed, same problem)

As you can see in the screenshots, the CPU is locked in 1,04GHz when the screen is OFF.
I don't know what to do... please help :'(

PS: I denied "Wake up" and "Keep Awake" permissions of all what's listed there...
