My phone doesn't work correctly when ringtone is set to vibrate mode. What could the cause be?

My phone doesn't work correctly when ringtone is set to vibrate mode.

I have an HTC One M8, and I've recently noticed that when I set my ringtone volume to 'vibrate', my power button won't turn off my screen, and the ringtone volume indicator doesn't always go away.

The phone works fine when using any other volume level (silent to max).

It has the same problem while in 'safe mode'.
