My Samsung phone display wont turn off.

My display sleep setting is on 15 sec but when I turn my phone off it stays on my lock screen and won't turn off
 
I try about 4 times to put it in safe mode and it didn't work. I didn't see the symbol to put it into safe mode. I took the case off for 20 minutes and the display still wouldn't turn off do you think I need to leave it off for longer?
Can you explain how you did the steps?

1. Long press the power button
2. On your display it will say power off
3.long press the power off on the display should turn into safe mode Tap it when it says safe mode and it automatically reboot the device
 
Have you noticed any problems with your Power or Volume buttons? Maybe one of those buttons is malfunctioning and registering a press intermittently (which could be keeping the screen awake). That might also explain why Safe Mode isn't working.

Have you tried running diagnostics using the Samsung Members app?
 
What Andriod version you on?
Can you get in recovery?
Power off the device before the screen turns on hold power button/volume up until Andriod bot then power and volume once more , you see in the menu repair apps choose that

I have a Samsung A02s. Nothing weird is going on with my power buttons. When my display wont turn off I noticed that I get 2 alternating notifications from Samsung systems. USB connector disconnected and USB connector connected.
 
Ah, that might be the problem -- the USB port might be faulty (or there could be debris lodged in there) that's making the phone constantly think something is plugging into it and unplugging. Most (if not all) phones will wake the screen when something is plugged into the USB port. Use a can of compressed air to blow out the USB port, and a fine needle to root out any debris (make sure the phone is powered off before doing the latter).
