my samsung s3 was reset and now i have no internet browser or a play store how do i get them back?

Have you tried doing a factory reset? That should bring all stock apps back allowing you to have play store and the browser again.

A Factory reset should bring everything back to stock, there is no reason you shouldn't have AT LEAST the playstore after doing a factory restore. Is the phone rooted?

You may want to talk to your friend then, I have no idea what was done if it was rooted, how it was rooted, etc.
