My Samsung s6 is in a constant reboot cycle after system upgrade

I have tried to factory reset and it's now constantly rebooting to a screen which is blue and says installing system updates, the issue is it can't install them as the phone keeps rebooting every few seconds. I've tried the holding down volume down but nothing happens
