Navigation/status bar constantly disappears in apps

On my Galaxy S8+ running Oreo, my navigation and status bars are missing when in my apps. I can swipe up from the bottom screen to bring it back up, but then after a second or two both hide. I know that there is a dot you can double press on the left of the nav bar to keep the nav bar always present, but enabling that dot to solid still doesn't keep the nav/status bar present.

The home screen is fine and shows the status bar and navigation bar.

Any ideas?

I believe this is normal to give the screen an immersive feeling.
