Neither Lookout nor Google Android Device manager found my lost phone

I am terribly disappointed, neither Lookout nor Google Device manager were able to locate my phone.
Why does it work for others and not for me?
I have an HTC sensation 4
Lookout give me the location of my phone one month ago and Google says my phone was active until yesterday which is not correct since i used it and lost it today.
Does anyone can tell me why is not working?

Was your device's GPS able to work? If your phone is somewhere that is blocking the GPS signal (such as a basement, multi floor building and etc.) than it won't work.
