New Samsung Tab A Cannot load wallpaper

Brand New Tab A, will not load wallpaper, get an "Unable to load Photo" error.
Setting via the wallpaper set app, or through Gallery.

Even the default wallpapers will not load, that gets to the "Set as Wallpaper" button, but when pressed noting happens?
