New screen while charging on my Note 5

I've had my Note 5 since launch. Very few apps installed. I have just recently been getting a different lock screen while charging than I have had in the past. It's solid light blue with a battery meter and the clock in 24hr format. 12hr format is selected in the settings. There is a gear at the top of screen that is selectable for settings. The only thing there is the option to disable quick charging. This phone is on AT&T, and I wonder if one of the AT&T apps updated and did this? I'm still running Android 5.1.1. I sometimes see it when not charging but most of the time it's my normal background which is the weather lock screen which works correctly. No advertisements on the blue screen but also no notifications either. This is very frustrating and short of factory resetting the phone, I don't know what else I can remove or disable to get it back to the normal lock screen when charging.
 
You may have an adware program. I saw reference to this in a few posts in the Note 5 and S7/S7 edge form recently.
 
on that lockscreen is a settings button where you can turn it off. so far its helped with mine
