Nexus 5 Lollipop - is this a known issue?

When going to Settings > Language and Input the app stops and prompts to Report or Close. I have rebooted the device, it doesn't make any difference. I tried to clear app cache but there isn't really any cache to clear. The only other idea I have is to reset the Settings app, but I would rather not lose my settings (I suppose I could back them up using a 3rd party). Any ideas, or has anyone else experienced this issue?
 
I have No issue's with language & input settings with N5 and lollipop.

Try a Cache Partition wipe in Recovery, and an app Cached Data wipe in Storage.

That means booting it in recovery mode, and how do you do a cache partition wipe? what all will this wipe?
