Nexus 7 (2012) version, have I got 4.3 Jelly Bean installed or not

It does appear that I have 4.3 Jelly Bean installed but

If I go to "Settings" and then "About Tablet" I get the following Information.

But if I then open "System Updates" it appears that 4.3 Jelly bean is not installed because of the following information

Android 4.3 System Update
Downloaded and verified 1.7 mb
This software update will upgrade your Nexus 7 to Android 4.3 Jelly
-----------------------------------------------------------------------------------------
Would someone confirm please for someone a little lacking on tablet technology

That is a security update for 4.3. Even though it says 4.3, its just an update for it because it says it is 1.7 MB.
