Nexus 7 defrag and clean-up, where are the options to do it?

nexus 7 defrag and clean-up

Nexus 7 using Android version 5.1.1 7 Kernal version 3.1.10 is extremely slow when accessing web-pages, so I'm look for the Defrag, Clean-up, Cache / History clear out options
 
LP 5.1.1 on the N72012, while more stable than 5.0.2, doesn't get great feedback.

Not sure about defrag, but things I do are:
1. Clear app cache (Ccleaner)
2. Clear cache partition (reboot into recovery to do this)

More drastic measures (ie. you'll lose your data) are:
1. Factory reset
2. Downgrade to KitKat.
3. Root and install a custom rom in the KitKat-Lollipop range.

And the answer is, #2 drastic, downgrade to KitKat. Worked for me.
