Not getting Android 4.3 update.

Hello,

I have a GSM galaxy nexus. I did not buy it from Google. I use it on the GoSmart Network. The phone currently has Android 4.2.1. I was wondering how can I get an upgrade to 4.3? I thought since this is a true Google Nexus phone the update should be sent automatically regardless of what network it is being used on.

Is the phone rooted? Custom ROM? A custom ROM won't get an OTA update at all. A rooted phone may not get one either if any key files have been changed.
 
As what patruns have said, if the phone is rooted with a custom rom, it will not receive ota official updates.

Google phones get updates from Google. Phones bought elsewhere get updates from the carrier.

It is a Google phone, he just bought it (used likely) from someone else.
 
Does it show Google when it boots? Is there a little lock icon at the bottom when it boots?
 
Yes it does.

I know a rooted phone from non-rooted phone. I have another Galaxy Nexus, but for Verizon and that one is rooted. I also know when some other ROM was installed on the phone and the GSM Galaxy Nexus does not have any 3rd party ROMs installed.

And who exactly are you? The original post is from someone else.
 
A lock visible means an unlocked boot loader, ota usually will not apply, even if not rooted or custom recovery. It can still be flashed with fastboot.
