Not Getting Ota Update.

Hello, I have a galaxy S3 (At&t) Im here on Guam, I've beem stuck on android 4.1.1 , I can't update to 4.3. My Friend's phone updated even when she's on Guam. Smh. Can anyone explain ? & How can they push the update to my Device. Btw, My s3 isn't Rooted or anything. Please Help ASAP!

you will need to use kies software to update it manually through your pc.

I already tried, but it says 'Latest Firmware: 4.1.1' I really want to update my phone to 4.3

then i guess you need to root it via custom rom, check some youtube videos.
