Welcome to Android Central! Sorry, can you clarify your question? Your thread title and the actual question seem to ask different questions. Are you asking where the Mobile Data toggle is in the swipedown Quick Settings menu? What data notification are you asking about -- the one in the status bar, or are you getting some kind of popup notification about it? What "up and down icon" are you referring to -- is that part of a popup notification?

If you mean the mobile data shortcut in the notification panel, then you need to swipe down twice and you will see an edit symbol in the top right hand corner near the settings. Press it and it will allow you to move and add or remove shortcuts. Hope this helps

Have you already tried editing the Quick Settings, as suggested by @TheJuuj? And does the notification to turn data back on stay on the screen, or does it disappear after a few seconds?

If I remember correctly, ATT was the carrier that removed the data toggle on the dropdown with the Nougat update on the S6, S7, and other Android phones.

I was wondering in my previous post -- does that notification stay there, or does the banner go away after a few seconds?

If the notification remains in the status bar, swipe down then panel and long-press the notification, then tap App Info. I'm curious to know if it's the system that's giving you the notification, or perhaps some other app that wants access to your mobile data.
