Notification about upload persisting in power saving mode?

[AC Question]

I would post a picture if it was available. If i put my phone on airplane mode, or power saving mode, a notification continuously pops up on my screen every 3 minutes saying "upload cancelled. Double check your data connection and try again". It completely stops any video i try to take, any text i type, even as im typing this is has appeared twice. I have went into settings and turned off EVERY apps notifications and it continues to do this. Making it impossible to put in power saving mode. How do i fix this? Its never done this before the update.

It pops up in a big white box in the middle of the screen and interupts absolutely anything im doing. I have to hit okay for it to go away

Sorry about the delay. You can try this: notifications that come up the most, you can pull down the notification shade and long press it. That will bring up options to go to the app info screen, click the i in the circle. Then, under notifications, click the toggle to turn off peeking.
