You really can't customize the notification panel on a stock TouchWiz ROM. Custom AOSP ROMs like AOSPA, AOKP, and CyanogenMod are the way to go if you want enhanced customization options for your handset.

I dont mind going for it but i recently tried to root my phone through odin and it failed and my phone got jammed
