Notifications on WiFi only

I've had my Pixel XL - bought through Google Fi Store at full price and activated on T-Mobile, for about a week. It's working almost perfect. I've noticed that when I'm on cellular I don't get most of my notifications but then when I get home, my phone explodes with notifications from multiple apps from throughout the day. I confirmed that Data Saver is off, there is no data limit setup on my phone, and my apps have Background data set to on. For example, I was out tonight and I checked my email and I had none. I got home and my phone connected to my Wi-Fi and I had 10 new emails that were received within the last two hours. I have the Slice app installed, I didn't get any notifications at all while on cellular at work (no WiFi for personal handsets at work), I get home and three of my packages were installed via Slice notification.

This only started happening on my Pixel, I never had this issue on my S7 Edge. Everything else works fine, I can browse the internet, I can install apps and updates from the Play Store at work, I just don't get any notifications from apps. Any suggestions or settings that I need to check/change?

Actually, I think I figured it out. I'm doing a beta test through uTest and it installed a VPN, when I disconnected it, notifications work over cellular.
