[Nougat] MMS Limited to 200kb

I suddenly started getting complaints about my MMS being to bad in quality. So I tried to MMS myself and I get a pixly crappy image back. Checked filesize and 197kb WTF?!?!

Just got of the phone with a technician from my carrier and they said they never limit individual users and that their limit is 2MB. (Biggest carrier in Sweden, Tele2)

I have tried setting limit to 2MB and "No Limit" in textra and I've tried the stock app. But nothing works.

What to do?!

and Yes - Nougat screwed up a lot of features: Fix them Ya!

Since textra doesn't work I have a hard time believing any other would.
 
Maybe it's on the other person's end.
Like their carrier compress MMS too much.
Like I said it even happens when I send it to myself therefore the compression is done whilst sending

I am going to try to borrow some phone to test my SIM card. My carrier is sticking with that its not their fault as they allow 2MB in their network.

I have repaired over 5.000 phones of different brands and models as I have worked for both Apple(6 months), HTC(2 years) and independent repair shops(2 years). And have never seen this before. And I have seen most errors during my 5 years in the phone repair business. I am claiming it shouldn't be my phone but it can't be anything else.. However I need to isolate the problem.
