Nougat update to Droid Turbo 2 killed Bluetooth - how to fix?

Since Verizon pushed the Nougat update, one of the many issues I've experienced is that bluetooth is completely dead - nothing will pair with the phone. I've wiped the cache partition, done a factory reset - nothing works. Interestingly, it was working after the update and before the factory reset, but I had to do the factory reset because the battery was draining in just one hour. Any ideas?

I think Pixel/Nexus folks are also seeing a Bluetooth bug on Nougat. Maybe it's related?

I don't think it's affecting everyone.
